Employer RTD Management Program
One of Your Drivers Failed a Test. Now What? M2Z Takes It From Here.
M2Z Compliance Solutions manages the entire Return-to-Duty process on your behalf — from SAP coordination to Clearinghouse reporting and follow-up testing management. Flat fee per driver. No compliance headaches. We handle it all.

The Problem
Why employers need this
When a Driver Fails a Test, You Have Three Problems at Once.
1. The truck is parked. Revenue stops immediately.
2. You have federal Clearinghouse reporting deadlines — miss them and face fines up to $10,000 per occurrence.
3. You are legally responsible for managing the entire RTD and follow-up process — even if you have no compliance staff.
Most trucking companies fire the driver and hope the problem goes away. It does not. The Clearinghouse reporting obligation does not disappear when you fire the driver. And replacing a CDL driver costs $5,000–$15,000 in recruiting, onboarding, and lost revenue while the truck sits empty.
M2Z solves all three problems for under $500.

How the M2Z Employer RTD Management Program Works
Step 1
Call M2Z
Call (888) 282-2279. We pick up. Tell us about the violation. We open the case immediately and assign you a dedicated M2Z case contact — a real person with a direct number.
Step 2
You Receive Two Documents Within Two Hours
Employer Violation Checklist — one page, plain English. Your legal obligations, what M2Z handles, and your deadlines. No legal jargon.
Driver RTD Agreement — a ready-to-use agreement you and the driver sign that covers cost recovery, return-to-work conditions, and follow-up testing requirements.
Step 3
Present the Driver with Two Options
Option A
Company-Assisted RTD: You cover the RTD costs upfront ($474 total). Driver repays you through payroll deduction over 2–3 months. Driver self-enrolls in M2Z follow-up program at $49/month and pays M2Z directly.
Option B
Self-Funded RTD: You hold the position for 90 days. Driver covers their own costs and must present a green checkmark and M2Z follow-up enrollment to return to work.
Step 4
M2Z Manages the Entire Case
SAP coordination — confirmed within 48 hours of case opening
Clearinghouse C/TPA designation — managed by M2Z
RTD test scheduled within 24 hours of SAP clearance
Results received and reported to Clearinghouse within 24 hours of confirmed negative
Employer receives milestone updates at every step — no need to call and ask
Step 5
Driver Returns to Work
Three things must be true before the driver gets back behind the wheel:
✅ Clearinghouse shows Not Prohibited
✅ Driver enrolled in M2Z Follow-Up Compliance Program at $49/month
✅ Repayment agreement signed or self-funded RTD completed
M2Z delivers a Return-to-Work Confirmation Letter for the driver's DQ file. If the FMCSA audits, this document is there.
Step 6
Follow-Up Testing Managed by M2Z
Driver pays M2Z $49/month directly. M2Z tracks the follow-up schedule, sends reminders, coordinates tests, reports results to Clearinghouse, and sends you a quarterly compliance update. If the driver misses a test, you hear from M2Z within 24 hours — before the FMCSA does.
Step 7
Final Compliance Certificate
When the driver completes their full follow-up plan, M2Z delivers a Final Compliance Certificate to both the driver and the employer. This documents that the driver completed the entire RTD and follow-up program without violations. No other C/TPA provides this.

Frequently Asked Questions
Consortium CTPA FAQs
Do owner‑operators need to be in a consortium?
Owner‑operators who employ only themselves are generally required to participate in a compliant random testing program. Joining a consortium is a common way to meet this obligation.
