Consortium CTPA
DOT Compliance Made Simple, One Annual Fee, Everything Managed.
M2Z is your registered C/TPA for DOT random drug and alcohol testing, FMCSA Clearinghouse management, and driver qualification file management. We handle the compliance. You focus on the road.

What Is Consortium CTPA?
What Is a DOT Consortium and Why Do You Need One?
A DOT consortium is a pool of drivers from different companies grouped together for federally required random drug and alcohol testing. The law requires that at least 50% of your drivers be randomly tested for drugs and 10% for alcohol every year. The selection must be random — which means you cannot manage it yourself.
If you are an owner-operator with one truck, you are required to be enrolled in a consortium by federal law. You cannot randomly select yourself for a test. M2Z manages your pool, makes the selections, notifies you when you are picked, schedules the test, and keeps your records. You stay compliant without lifting a finger.
For fleets with 2–20 drivers, the consortium model is the most cost-effective and compliant solution. M2Z enrolls all your drivers in the pool, handles the annual FMCSA Clearinghouse queries, and keeps you audit-ready all year.
Annual Enrollment Pricing
One Flat Annual Fee Covers Your Entire Fleet
The annual fee covers every driver in your fleet at that size level. You do not pay per driver — you pay one flat fee for the whole company. The only time you pay extra is when a driver is actually selected for a random test or a new driver is hired.
À La Carte — Billed only when they happen
Pre-employment drug test: $85
Pre-employment Clearinghouse full query: $25
Annual Clearinghouse limited query: $15/driver — Included free for consortium members
Random drug test when selected: $85
Random BAT when selected: $85
Post-accident drug test: $85
New driver onboarding package (DQ setup + pre-employment test + query): $125/driver

Add DQ File Management. Stay Audit-Ready All Year.
What is a DQ File
A Driver Qualification (DQ) file is the federally required compliance folder every motor carrier must keep for each CDL driver. It includes employment applications, MVRs, medical certificates, road test certificates, Clearinghouse queries, and annual review forms. If the FMCSA audits you and these files are incomplete or expired, you face violations and fines.
What M2Z Does
M2Z builds and maintains DQ files for every driver in your fleet. We track expiration dates on medical cards and CDLs, pull annual MVRs, complete annual review forms, manage driver violation certifications, and keep everything organized and audit-ready. You never have to think about it.
